Job Description
We are seeking a highly motivated and analytical Policy Analyst with a strong focus on performance-based pay systems to join our Human Capital Consulting team in Pasadena, CA. This role will involve conducting in-depth research, analysis, and development of compensation policies and strategies, with a particular emphasis on designing and implementing performance-based pay models for a diverse range of clients. The ideal candidate will possess a solid understanding of compensation principles, public sector policy, and experience in evaluating the effectiveness of reward systems. You will play a crucial role in advising clients on best practices, regulatory compliance, and strategic alignment of pay structures with organizational goals.
Key Responsibilities
- Conduct comprehensive research and analysis of current trends and best practices in performance-based pay, compensation policy, and related human capital issues.
- Design, develop, and evaluate performance-based pay programs and policies tailored to client-specific needs and objectives, including goal setting, metrics, and payout structures.
- Assess the financial impact and effectiveness of existing and proposed compensation policies and recommend strategic adjustments.
- Prepare detailed reports, presentations, and policy documents for internal teams and external clients, clearly articulating findings and recommendations.
- Collaborate with client stakeholders and cross-functional teams to gather requirements, facilitate discussions, and ensure successful policy implementation.
- Stay abreast of relevant legislative changes, economic factors, and industry benchmarks impacting compensation and performance management.
- Provide expert advice and guidance to clients on compensation strategy, regulatory compliance, and communication plans for new pay policies.
- Support project managers in all phases of consulting engagements, from proposal development to final delivery.
Required Skills
- Bachelor's degree in Human Resources, Public Policy, Business Administration, Economics, or a related field.
- 4+ years of experience in policy analysis, compensation, human resources, or a related consulting role, with a strong focus on performance-based pay.
- Demonstrated analytical and problem-solving skills, with the ability to interpret complex data and formulate actionable insights.
- Excellent written and verbal communication skills, capable of presenting complex information clearly and concisely to diverse audiences.
- Proficiency in Microsoft Office Suite (Excel, PowerPoint, Word).
- Strong understanding of compensation principles, pay equity, and regulatory compliance.
Preferred Qualifications
- Master's degree in a relevant field (e.g., MBA, MPA, MA in Human Resources).
- Experience working with public sector clients or large, complex organizations.
- Certifications such as Certified Compensation Professional (CCP) or similar.
- Familiarity with HRIS and compensation management software.
- Proven ability to manage multiple projects simultaneously and meet tight deadlines.
