Job Description

We are seeking a highly experienced and dedicated HSE Safety Officer to oversee and manage all health, safety, and environmental aspects for a large-scale construction project in Houston, Texas. This critical role ensures compliance with all local, state, and federal regulations, as well as company policies, to maintain a safe and healthy working environment for all personnel. The successful candidate will be a proactive leader, possessing strong communication skills and a proven track record in construction safety.

Key Responsibilities

  • Develop, implement, and enforce comprehensive HSE programs and procedures specific to the construction site.
  • Conduct regular site inspections and audits to identify potential hazards and ensure compliance with safety standards.
  • Investigate all incidents, accidents, and near-misses, determining root causes and recommending corrective actions.
  • Provide expert guidance and training to project management, supervisors, and workers on HSE best practices.
  • Maintain detailed records of safety inspections, training, incidents, and regulatory compliance.
  • Collaborate with project teams to integrate safety measures into all phases of construction planning and execution.
  • Stay current with all relevant HSE regulations and industry standards, implementing updates as necessary.
  • Manage emergency response planning and drills for the construction site.
  • Promote a strong safety culture through active engagement and communication with all site personnel.

Required Skills

  • Minimum of 5 years of progressive experience in HSE management, specifically within large-scale construction projects.
  • In-depth knowledge of OSHA 1926 Construction Standards, EPA regulations, and other relevant federal and state safety laws.
  • OSHA 30-Hour Construction certification.
  • Proven ability to conduct effective safety training sessions and incident investigations.
  • Excellent communication, interpersonal, and leadership skills.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Ability to work effectively in a fast-paced, dynamic construction environment.
  • Strong analytical and problem-solving abilities.

Preferred Qualifications

  • Bachelor's degree in Occupational Health and Safety, Environmental Science, Engineering, or a related field.
  • Certified Safety Professional (CSP) or Associate Safety Professional (ASP) certification.
  • First Aid/CPR certified instructor.
  • Experience with safety management software systems.
