Job Description

We are seeking a highly analytical and detail-oriented Public Policy Evaluator with a strong focus on statistical analysis to join our dynamic Public Sector consulting team in Millcreek, Utah. In this role, you will play a crucial part in assessing the effectiveness and impact of various public policies and programs. You will be responsible for designing evaluation frameworks, collecting and analyzing quantitative data, interpreting complex statistical results, and presenting actionable insights to clients. This position requires a solid foundation in statistical methodologies, excellent data manipulation skills, and the ability to translate technical findings into clear, concise, and compelling narratives for diverse audiences.

Key Responsibilities

  • Design and implement rigorous evaluation methodologies for public policies and programs, utilizing a variety of statistical approaches.
  • Collect, clean, and manage large datasets from various sources, ensuring data integrity and accuracy.
  • Perform advanced statistical analysis (e.g., regression analysis, difference-in-differences, propensity score matching, time-series analysis) to assess program impact and causality.
  • Develop and present clear, concise, and visually engaging reports, presentations, and dashboards to communicate evaluation findings and recommendations to clients and stakeholders.
  • Collaborate with cross-functional teams, subject matter experts, and clients to refine evaluation questions and ensure relevance.
  • Contribute to the development of proposals and new business opportunities in the public policy evaluation space.
  • Stay abreast of best practices and emerging trends in public policy evaluation and statistical methods.

Required Skills

  • Master's degree in Public Policy, Economics, Statistics, Social Sciences, or a related quantitative field.
  • Minimum of 3 years of experience in public policy evaluation, program evaluation, or applied research with a strong statistical component.
  • Proficiency in statistical software packages such as R, Python (with pandas, numpy, scipy, statsmodels), Stata, or SAS.
  • Demonstrated experience with advanced quantitative research methods and experimental/quasi-experimental designs.
  • Strong data manipulation, cleaning, and visualization skills.
  • Excellent written and verbal communication skills, with the ability to convey complex analytical concepts to non-technical audiences.
  • Ability to work independently and collaboratively in a fast-paced consulting environment.

Preferred Qualifications

  • PhD in a relevant quantitative field.
  • Experience with large-scale administrative data or survey data.
  • Familiarity with GIS mapping software and spatial analysis techniques.
  • Experience in consulting or working with public sector clients.
  • Published research or contributions to policy reports.
