Job Description

AECOM is seeking a highly skilled and experienced NEPA Compliance Officer with a specialization in Paleontology and Federal Law focus to join our Jacksonville, FL team. This pivotal role involves ensuring full compliance with the National Environmental Policy Act (NEPA) and related federal statutes for a variety of complex infrastructure and development projects, with a particular emphasis on managing paleontological resources. The successful candidate will be responsible for navigating intricate regulatory landscapes, conducting specialized assessments, and providing expert guidance to project teams and clients, primarily within federal contracting frameworks. This is a critical position that demands a strong understanding of both environmental policy and paleontological resource management.

Key Responsibilities

  • Serve as the primary NEPA specialist, ensuring all project activities comply with NEPA, NHPA (Section 106), ARPA, and other relevant federal environmental and cultural resource laws, particularly regarding paleontological resources.
  • Conduct or oversee paleontological resource assessments, surveys, monitoring, and mitigation efforts for federal projects.
  • Prepare comprehensive NEPA documents (e.g., Environmental Assessments, Environmental Impact Statements), with specific expertise in drafting sections pertaining to paleontological impacts and mitigation.
  • Liaise and consult with federal agencies, including but not limited to the Bureau of Land Management (BLM), National Park Service (NPS), U.S. Forest Service (USFS), and other regulatory bodies.
  • Develop and implement paleontological resource management plans (PRMPs) and provide recommendations for fossil resource protection and recovery.
  • Manage project schedules, budgets, and deliverables for NEPA and paleontological compliance tasks.
  • Provide expert technical guidance and training to project teams, clients, and subcontractors on NEPA processes and paleontological regulations.
  • Review and approve consultant reports, proposals, and other technical deliverables related to environmental and paleontological compliance.
  • Represent AECOM in public meetings, hearings, and consultations with stakeholders regarding NEPA and paleontological issues.

Required Skills

  • Demonstrated expertise in NEPA compliance and federal environmental review processes.
  • In-depth knowledge of federal laws governing cultural and natural resources, specifically regarding paleontological resource management (e.g., ARPA, NHPA, Paleontological Resources Preservation Act).
  • Proven experience in conducting paleontological fieldwork, identification, and assessment.
  • Excellent technical writing and communication skills for preparing complex environmental documents and reports.
  • Ability to interpret and apply complex federal regulations to diverse project scenarios.
  • Strong project management and organizational abilities.
  • Proficiency in GIS and other relevant software for data analysis and mapping.

Preferred Qualifications

  • Master's degree or Ph.D. in Paleontology, Geology, Environmental Science, or a closely related field.
  • Professional certification (e.g., AICP, PMP).
  • Over 5 years of experience directly managing NEPA compliance projects for federal clients.
  • Published research or significant contributions in the field of paleontology.
  • Experience with agency-specific NEPA guidance and procedures (e.g., FHWA, FAA, USACE).
  • Demonstrated experience in stakeholder engagement and public consultation processes.
