Job Description
We are seeking a highly motivated and experienced NEPA Compliance Officer with a specialized focus on Paleontology and Federal Law to join our team in North Las Vegas, Nevada. The successful candidate will be responsible for ensuring compliance with the National Environmental Policy Act (NEPA) and other relevant federal environmental laws, specifically pertaining to paleontological resources, for a diverse range of projects. This role involves managing complex environmental reviews, conducting impact assessments, coordinating with federal agencies, and preparing comprehensive environmental documentation.
Key Responsibilities
- Lead and manage NEPA compliance processes for projects involving federal undertakings, with a strong emphasis on paleontological resource management.
- Conduct detailed reviews of project plans to identify potential impacts on paleontological resources in accordance with federal regulations (e.g., Paleontological Resources Preservation Act, NHPA Section 106 as it relates to paleontology).
- Prepare and review NEPA documents, including Environmental Assessments (EAs), Environmental Impact Statements (EISs), and Categorical Exclusions (CEs).
- Coordinate effectively with federal agencies such as the Bureau of Land Management (BLM), U.S. Forest Service (USFS), National Park Service (NPS), and others to ensure regulatory compliance and facilitate project approvals.
- Oversee and participate in paleontological surveys, monitoring, and mitigation efforts, working closely with field teams and subcontractors.
- Develop and implement project-specific compliance strategies and ensure adherence to permitting requirements.
- Provide expert advice and training on NEPA and paleontological resource issues to project managers and clients.
- Maintain meticulous records and documentation related to NEPA compliance and paleontological resources.
- Represent Jacobs and our clients in meetings and negotiations with regulatory agencies and stakeholders.
- Stay current with changes in federal environmental laws, regulations, and best practices concerning NEPA and paleontology.
Required Skills
- Minimum of 3 years of professional experience in NEPA compliance and environmental permitting.
- Demonstrable expertise in federal environmental laws, including NEPA, and their application to paleontological resources.
- Strong background in paleontology, including field methodologies and resource management.
- Proven experience in preparing complex NEPA documents (EAs, EISs).
- Excellent written and verbal communication skills, with the ability to articulate complex technical information clearly.
- Strong analytical and problem-solving abilities.
- Ability to work independently and as part of a multidisciplinary team.
- Proficiency in project management, including scheduling, budgeting, and client relations.
- Bachelor’s degree in Paleontology, Geology, Archaeology, Environmental Science, or a related field.
Preferred Qualifications
- Master’s degree or Ph.D. in Paleontology, Geology, or a related discipline.
- Professional certifications (e.g., Certified Environmental Professional, Project Management Professional).
- Experience working with federal land management agencies (e.g., BLM, USFS, NPS) in the Western U.S.
- Knowledge of Geographic Information Systems (GIS) for spatial analysis and mapping of paleontological resources.
- Experience with tribal consultation processes.
